Chinas national social security fund investment operator will no longer be administered by the State Council, but by the finance ministry.
The National Council for Social Security Fund will be a fund investment operating agency without definite government administrative ranking, the plan said.
改革国税地税征管体制
✩将省级和省级以下国税地税机构合并，实行以国家税务总局为主与省（区、市）人民政府双重领导管理体制。
China plans to reform its separate national and local taxation systems by integrating their offices at and below the provincial level.
The State Administration of Taxation will be these offices main regulator, coupled with administration from local governments, the plan said.
